the objective wouldn't be to topple the regime, but to punish assad if the syrian government did, indeed, cross that so-called red line. for more on this let's go to nbc news attorney correspondent eamon mohyeldin. what to do in syria. you have the united states and you have the white house more specifically after president obama ordered the intelligence community to determine whether chemical weapons were used in that region. others have come out very kargically saying chemical weapons were used including israel and turkey. the united states nations has inspectors on the ground trying to get to the scene of that attack to determine if they were used and if so by who. over the course of the last several hours and several days rather, the evidence has come out suggesting that it was the regime at least according to

activists but both the syrian governments are saying it was not the syrian regime. in fact at the united nations nations countries like russia and china have so far suggested there should be no rush to judgment who used these weapons. in fact, the russian government has hinted at the possibility that it was the syrian rebels themselves who used the chemical weapons so certainly a complex situation and whether or not it actually is determined that chemical weapons have been used it is going to be very detrimental not only to the syrian people who reached another grim milestone, the united nations committee for children unicef has come out and said 1 million children refugees are now making up half of all those refugees that have left syria as a result of the fighting. in addition, 7,000 children, 7,000 children of the 100,000 people that have been killed are also children. a grim milestone, a lot of international debate about what to do and still no solution on the horizon for the people of syria. >> really the untold story as all the refugees and children. m

entirely automated. it did re-open with no glitches just before the end of the market day. you can see it was in positive oryitctually although the nasdaq is a publicly traded company. that stock traded to the downside. officials say the problem in the data system has been identified and addressed but the real concern is when this might happen again. last year facebook's ipo, the famous ipo was stalled after a number of technical issues and in 2010 the dow dropped more than 700 points in a matter of minutes after a computer malfunction in that famous flash crash. this is being called a flash freeze. also a prominent republican speaking out against his party's push for stricter voter i.d. laws, former secretary of state colin powell blasted north carolina's voting law during a speech and rally and did it right in front of governor pat mccrory who signed the bill into law. the retired four-star general who spoke moments after mccrory concluded his opening remarks said the new voter i.d. law

punishes minorities and will ultimately hurt the republican party. quote, i want to see policies that encourage every american to vote, not make it more difficult to vote. it immediately turns off a voting bloc the republican party needs. these kind of actions do not build on the base, it just turns people away." president obama heads to pennsylvania for a second day of speeches on the rising cost of higher education. yesterday in upstate new york he rolled out the plan to make them more affordable including a new ranking system that will give colleges -- they actually get a grade on their overall value to students and it includes the school's ability to keep tuition and loan debt low. >> at a time when a higher education has never been more important or more expensive, too many students are facing a choice that they should never have to make. either they say no to college and pay the price for not getting a degree and that's a

price that lasts a lifetime, or you do what it takes to go to college but then you run the risk that you won't be able to pay it off because you have so much debt. now, that's a choice we shouldn't accept. bottom line is higher education cannot be a luxury. it's an economic imperative. every american family should be able to afford to get it. >> between speeches, president obama had lunch with a handful of college students and their parents and this is probably the highlight of the day here. one toddler found the conversation much more engaging from the floor and i don't know if we can go back to the shot. his mom was cracking up. the president of the united states is at the table and he's -- i don't know if he's break dancing or just picking up snacks on the floor but that is just absolutely hysterical. there's no shortage of criticism being directed at the president as lawmakers do their town meetings across the country as congress is in recess. in some cases that talk includes talk of impeachment. at an event in oklahoma senator tom coburn says he believes

there is some, quote, intended violation of the law, end quote, which could lead to trouble for the president. what you have to do is you have to establish the criteria that would qualify for proceedings against the president. and that's called impeachment. those are serious things but we're at a serious time and so whether -- i don't have the legal background to know if that rises to high crimes and misdemeanors. but i think you're getting perilously close. he's in a difficult position he's put himself in and if it continues, i think we're going to have another constitutional crisis in our country in terms of the presidency. >> politico notes coburn isn't the first republican to talk impeachment at the summertown holls.
